It’s should be pretty obvious by now who Murka considers the enemy to be. They’ve got these huge facilities and are recording every conversation every american has. Yet their intel in SOMALIA is imperfect?! Maybe if they spent less time spying on americans they could refine the foreign intel.

Then again, who cares about Somalia. That’s just a distraction for the rubes. The real threat to national security are the americans.
